The racial animus is difficult to gauge, but, we can definitely assume political motives. The police department is easily propped up by the Right. The right is also very pro-second amendment, which means better business for the NRA.

I agree with Eric, the militarization of the police force and the prevalence of no-knock warrant is the biggest culprit in this situation.
